At the beginning of this fiscal year (FY 24) the Office of Human Resources committed to periodically reporting on promotion data at UHD. As part of that commitment and our continued dedication to the acknowledgment and recognition of UHD employees, this article details FY 24 quarter 2 (FY 24 Q2) promotion data.
FY 24 Q2 recently came to a close, and the rate of promotions at UHD continues to look strong.
In 2023 the industry average promotion rate for Public Administration/Education was 5% (as reported by the SHRM Benchmarking Human Capital Report). UHD is on track to exceed that average:
- In FY 24 Q1 UHD’s rate of staff promotions was roughly 4.35%
- In FY 24 Q2 UHD’s rate of staff promotions was roughly 2.83%
(Please note: faculty promotions occur once per year and are therefore not included in the FY 24 Q1-3 promotion reports.)
To understand how our promotion data was calculated, it is helpful to understand which types of promotions we consider in our reports.
For UHD staff members we consider the following two types of promotions, which are processed on a rolling basis throughout the fiscal year:
- Career Ladder Promotions
- These promotions typically involve a current UHD staff member being promoted to progressively higher levels of responsibility within a pre-defined career ladder
- External Recruitment Promotions
- These promotions typically involve a current UHD staff member applying to a new position with a progressively higher level of responsibility, potentially outside of their current career ladder, functional area, department, or division
For UHD faculty members we consider the following three types of promotions, which are processed at the end of each fiscal year:
- Promotion to rank of Senior Lecturer
- Promotion to rank of Associate Professor
- Promotion to rank of Professor

- Administration & Finance - 6
- Enrollment Management - 1
- Student Success and Student Life (SSSL) - 5
- Total FY 24 Q2 Staff Career Ladder Promotions - 12
- FY 24 Q2 Staff Recruitment Promotions by Division:
- Academic Affairs - 3
- Enrollment Management - 3
- Human Resources - 1
- Total FY 24 Q2 Staff Recruitment Promotions - 7
As we look ahead to FY 24 Q3 and Q4, we are optimistic that UHD’s rate of promotions for faculty and staff will remain on track to exceed the industry average for public administration/education.
